Colorado Medicaid Long-Term Care Programs

This paper, prepared for the Colorado Alzheimer’s Coordinating Council, provides a summary of selected cost, enrollment and service date for elderly, blind and disabled (EBD) individuals enrolled in Medicaid long-term care programs. The data provide comparisons for four fiscal years, 2003-04, 2004-05, 2005-06 and 2006-07. The information shows 16,631 distinct enrollees in 2006-07, 13,070 full-time enrollee equivalents, $121 million in total costs, $7,246 in costs per distinct enrollee and $9,221 in costs per full-time equivalent enrollee.

The information also looks at the number of people in the EBD waiver receiving specific home and community-based services, and provides a comparison for costs in a nursing home compared to costs for those receiving services in the community.
