The ruling by the U.S. Supreme Court in June upholding the constitutionality of the Affordable Care Act 
(ACA) settled many issues and set the stage for the implementation phase of the federal health reform law. 
But it left other questions unanswered. Perhaps the biggest is whether states, freed from a mandate to 
expand Medicaid coverage, will decide to go ahead anyway. In Colorado, that question is up for debate. At 
the same time, the process for making the decision remains unclear. CHI expects the issue to be a key topic of 
discussion and debate during the 2013 legislative session.
