An analysis of the federal Deficit Reduction Act, which went into effect in July 2006, and required pregnant women and parents who applied for Medicaid coverage to submit original or notarized forms documenting their citizenship and identity and that of their children for whom they were making an application. CHI surveyed county eligibility technicians and focused on the impact of the new documentation requirements on the enrollment processes.
