Financial Map of the American Rescue Plan Act

The American Rescue Plan Act of 2021 (ARPA) brought a wave of federal funding to state and local governments that many policymakers described as a once-in-a-lifetime opportunity.

In 2021, CHI created a financial map to track more than $9 billion in ARPA funding that went to the state government, cities and counties, school districts, transportation authorities, and safety net clinics. The interactive financial map below adds a layer of detail to the 2021 version. It identifies specific programs and entities that are being funded, and provides external links for further details.

How to Use This Financial Map

Click on any slice of the graphic to zoom in on details for that area of spending. Click the up arrow on the top right of the graphic to zoom back out. Hover over any slice to see dollar amounts. Hover over the outside ring to see the names of programs or bills, along with a link to an external source for details. Right-click the link to open it in a new tab or window.

Sources and Methods

This graphic uses numbers from federal agencies that provided funding and state agencies that received funding. For the Colorado Department of Public Health & Environment's COVID response funding, we used data from the U.S. Department of Health and Human Services Tracking Accountability in Government Grants System. Whenever possible, we have provided a link to the state or local funding recipient.

Total funding displayed in the Legislature section is roughly $200 million short of the $3.8 billion the legislature reports it received. This financial map does not track unspent money from ARPA.

Legislative categories: The legislature set up several cash funds in 2021 to hold the ARPA money. CHI used those cash funds to categorize bills in the dark blue slice of the graphic. That is why, for example, a behavioral health bill shows up in the Economy slice of the graphic. The Discretionary category includes funding from the Revenue Loss Restoration Cash Fund, the American Rescue Plan Act of 2021 cash fund, and SB 21-260 — a transportation bill passed in 2021. SB22-183 is listed twice because it draws on two cash funds.
